The Ministry of Budget and National Planning says it has started preparation of the 2017 budget to enhance economic development. This is contained in a statement by  Charles Dafe , Director of Information in the ministry, made available to the News Agency of Nigeria (NAN) in Abuja. The statement said that the Minister of State Budget and National Planning, Hajia Zainab Ahmed , disclosed this when the Association of National Accountants of Nigeria (ANAN) paid her a courtesy visit. She added that the Federal Government had also started the preparation of the Medium Term 2016-2020 Development Programme to achieve sustainable development. The ministry, however, solicited the support of ANAN to build the capacity of the staff on Zero Based Budgeting (ZBB) application. Etcetera who is now a columnist for  Punch Newspaper  wrote an article on about why Nigerian female celebrities prefer to marry men who have already been married to someone else in the past. The article was published on May 3, 2014. Describing these male spouses as ‘ 2nd Hand Husbands ‘, the singer starts his article citing Tiwa Savage and Tee Billz’s recent Dubai wedding. Although he doesn’t mention names, the article heavily suggests he was talking about the celebrity couple. Hours later the couple openly replied him, tongue lashing him for airing his opinion and taking jabs at his music career. S hutting down of schools seem to be the trend these days, and this does not speak well of the Nation. The Economic and Financial Crimes Commission made staggering discoveries in the process of investigating the fraud relating to the diversion of $2.1bn meant for fighting the war against Boko Haram. The EFCC had discovered that the total anti-insurgency money looted by "big men" was over $15bn.  The $2.1bn represents the arms cash placed under the Office of the National Security Adviser, then headed by the immediate past NSA, Col. Sambo Dasuki (retd.). Ex-military chiefs, including a former CDS, Air Marshal Alex Badeh (retd.); and ex-Chief of Air Staff, Air Marshal Adesola Amosu (retd.), had been quizzed for their alleged roles in the arms scam. Badeh, Dasuki and others are currently standing trial on charges relating to the alleged fraud. Heartbreaking pictures show Siamese twins born in India sharing a face. The babies, who each had their own heart, arms and legs were born weighing 2lbs 6oz at a hospital in Rajkot, Gujarat, eastern India. Doctors have confirmed that they only lived for six minutes following their birth at Pandit Deendayal Upadhyay Government Medical College four days ago. The mother of the twins had a smooth pregnancy until her first ultrasound at seven months where she was informed about the shocking condition of her babies. Dr. Vincent Elvin Eebee, a senior lecturer in Rivers state polytechnic, now Ken-Saro Wiwa Polytechnic in Bori, has been shot dead by suspected assassins, Breaking Times reports.  According to the report, Dr. Eebee was shot dead alongside a 21-year-old first year female student of Mass Communication Department of the polytechnic, identified as Miss Priye, in his car. It was learnt that they were both trailed by the gunmen on their way from Eebee’s office to Port Harcourt. Miss Priye was said to be with Dr. Eebee in his car on their way from Bori to Port Harcourt. A source revealed that the lecturer was shot several times by the gunmen.  Until his death, Eebee was a chieftain of the All Progressives Congress (APC) in Yeghe community, in Gokana local government area of the state.    Nidia Gracia has formed her self at the centre of a social media storm after she posted this picture herself. Nidia Garcia was supposed to be guarding the streets of the Mexican town of Escobedo, when she exposed her breasts in a patrol car. Shortly after her provocative photo was shared hundreds of times the police started internal investigation and the mother-of-two was suspended.  She later took to her Facebook page once again but this time to write an apology, she wrote: “I was wrong in letting myself be photographed in my hours of work while still wearing the uniform of an officer. I want to ask a huge apology to the secretary of security and Justice of proximity and more to my municipality general Escobedo for this immoral act on my part. I feel disgusted by the great damage caused and the damage done mainly to my two daughters, followed by my husband, my parents, brothers and entire family.”
